For a lot of churches I’m seeing that their Facebook page is becoming as important of a space as their website… and sometimes even more so.
There are two basic plays to make when it comes to building a ‘fan base’ for your Facebook page and here are some of my thoughts:

Our church is small, so without the promotion of our page, we can’t have a conversation. We don’t reach critical mass there without promotion. (we’ve even set up computers at our church service to allow people to log-in to facebook and then “like” our page).
Once critical mass happens (I don’t know what number that is) I think you’ll be able to be a little more passive and allow conversations to happen.
If your org is big, then you can be a bit more passive. Columbus, OH’s MLS team – the Crew – is a bit more passive and they have a ton of interaction on their site because people who “like” their page find it on their own. They’re a living example of the second strategy you describe.

Good point. I think as you launch a page just getting some warm bodies is the point.
