Web application frameworks, most simply understood, help you develop things faster by providing a lot of the features, functionalities, templating, libraries, and more that you commonly need without having to create them from scratch every single time.
Here’s one that I was recently passed that I could see a lot of people using effectively:
The Alloy UI is a “metaframework” that provide foundation for three levels of the browser: structure, style, and behavior. As they mention explicitly, this could be HTML5, CSS3, and Javascript as examples.
