From an electrical perspective, this is entirely plausible. If the video being broadcast is of the same type and format as what those monitors can accept even if it is not what they are normally used for, and you inject a strong enough signal in close proximity those monitors would do precisely what you see in this video.
Notice those glitches and aspect ratio changes between the two video sources? That’s the monitor trying to decipher between the two signals as to what it should lock on too.
