I have conversations with varying ministries frequently and it’s amazing how “rigid” their process is for developing, launching, and updating websites.
I feel the issue typically finds a root in someone’s issue with control and pride (or the organizations’).
Perhaps, it has a bit to do with technology and the choice of that particular technology, but I have seriously begun to doubt that excuse. Every conversation that starts with “Well, we’re trying not to confuse people…” is suspect.
Make every attempt to streamline the workflow of your team and process for the sake of the ministry and the sake of the sanity of those that attempt to serve you in that role!

So true! I particularly like the cartoon. Why is there a desire to document every part of ministry on a public website? I think people get confused between an intranet and a website. I'm proposing a public wiki more often – where every version of every document can be accessed, but if you look at the stats it never is.
