Google’s URL Shortener has been around for sometime now; however, they just launched their public API.
Ultimately, this gives developer’s access to all of the features – in addition to analytics – of the shortener outside of the web interface.

The site also provides some solid example code.
Nice – this will make it much easy for developers to include URL shortening features into their application.
