So what kind of stuff are you wanting to need this for?

I have to admit that I hated Trac until I had it professional hosted for me and had some plugins and customizations added. But the open source-ness is a value-add for me, personally. I'm a coder, and source control is a tool. Pretty is nice, but pretty is a secondary feature.

Trac has been highly recommended to me on a number of occasions, but my few experiences with it were not all that impressive. It suffers from the same thing as most open source projects: lack of polish, refinement, and that "I'm a real product" feeling.

Same with Jira. Sounds great, but I gotta spend thousands of dollars to a real company to even get off the ground with it.

Looks shiny, but will lack the expandability and plugability of an open solution like Trac. If hosting your own Trac install sounds too painful (and believe me, there's a *reason* I outsourced this when I was doing source code-y things on a more professional basis), there are plenty of great Trac hosts out there. I'd recommend wush.net - their uptime and speed, even with absolutely enormous svn repositories, has been exemplary.
